The Collapse of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are fought: hopeful statements are delivered from multiple capitals. Immense energy is allocated on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability enabled by timely intelligence. From witness perspectives, military aircraft that had been scrambled to counter approaching aerial threats flew past – sophisticated military planes delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: perhaps the approaching threat won't cause damage this time, sparing the city from catastrophe and further power outages.

Persistent Threats

Soon after, a automatic firearm fired at a aerial vehicle in the vicinity, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's critical military reliance on international aid – a need that neighboring countries are demonstrably unable to substitute in the near term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new approach from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This cycle will, undoubtedly, endure.

Political Considerations

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration functions according to a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unfeasible to compel Moscow to abandon the areas that it already controls in Ukraine's occupied territories.

The problem is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from assuming that the situation will not shift further in its advantage in the near future.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but averting a complete military breakdown until situations evolve in its benefit.

Current Realities

Realistically, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
